You take a flourescent light and rub it with different materials to create static electricity.  They produce different amounts of electricity.

You seem to have the basic information already. You just need to phrase it in a "if...then..." statement. "If you rub... against a fluorescent light bulb, then...." Based on the material you have available and what you already know about static electricity (running across carpet in socks, wearing a wool sweater, etc), try formulating which material might give the best "shock" value, or which might not give any "shock" value.
