In most places you can buy condoms whatever your age. As for flammable liquids (for example, lighter fluid) and over the counter drugs (for example, cough medicine or non-prescription pain-killers) my cursory internet search didn't find a "list" of items that were restricted for sale to minors. You may have to check with your local police department and/or any local stores that sell these items as they often create their own in-store policies.

I'm curious about why you're asking the question. Is there something a teen in your life has in their possession that is of concern to you? If so, you would do well to get to the bottom of it before what you're afraid of actually happens.

There are federal, state, county and city laws that will apply to teens. I suggest contacting the legal/government authorities for your area to learn more about laws with regards to sales to minors. For instance, the State of California offers information about laws and regulations on its website: http://www.ca.gov/About/Government/State/LawsAndRegs.html It's searchable by keyword, such as "sales to minors" or "teens".

With regard to other potential items (beyond those that you list) that may also be restricted in sales to teens...

I did a Google search for "sales to minors" and found that the State of North Carolina prohibits the sale of lottery tickets to minors: http://www.nc-educationlottery.org/retailer_sales-to-minors.aspx Tickets for R-rated movies can also be a restricted item. http://en.wikipedia.org/wiki/Motion_picture_rating_system
