Kids bully when they are in middle and high school many times because they can. Schools which do not have anti-bullying and anti-put down programs in place do not tolerate disrespect and the students know it. The kids who bully at these schools are more likely to be reported and to receive consequences. Schools need to have high expectations from their students, not just academically, but also with regards to respect and tolerance.

While family problems, abuse, and low self-esteem can make a child take their anger out on others, there is research which points to peer pressure and the desire to increase popularity, as reasons why some kids choose to bully. In some peer groups the bully is given attention; other kids laugh at his or her teasing and taunting. This type of bullying is more difficult to deal with at school because the "bullies" can seem to be normal, average kids with no previous history of problems.

When your in 6th through highschool thats when most of the clicks and groups start so if your not cool enough they automatically bully or if ur smart they might say things like "braniac" or "make fun when you get 100 percent on a test..theres alot of reasons like another example is BOYFRIENDS if you talk to a girls boyfriend they bully..and everyone knows theres alot of drama like he said she said stuff so you know its complacated

As the author of Stop Bullying Now, I have to tell you there is not a simple answer, but I do answer it in the book that will be off the press in about 45 days!  
It is not limited to that age group as it is in grade school and in the workplace.  Bullying is part of a cultural norm which is why I am helping people organize anti--bullying campaigns.  Yes, kids are searching for identity and we can say all kinds of things, but our entire society is getting programmed to be violent.  Listen to the lyrics in the music.
Look at some of the video games.  Not like Dick and Jane.  
We are also becoming INSTANT everything ...lack of problem solving skills .....See some of the videos and blogs on my website.  Free articles there as well....but you must get the book as I do explain how we are dealing with a SYSTEM that has become somewhat dysfunctional and
COMPASSION and EMPATHY have to be taught.. role modeled  and integrated into educational systems as well...at an EARLY age.
I wish there were a simple answer but would have to write an entire book here!!!   Great question and I have answered in the book
