Most state health laws do not allow children who bite (danger of hepatitis B or HIV) or scratch in preschool.  It may be your daughter is not yet ready to be in preschool. Speak to your doctor about this.  Reward her for being good.  There are also therapeutic preschools that focus on behavior learning.  Check with your school system or community mental health facility to see what they offer.
