In activities where you're painting with the tempera, you can use either powdered or liquid paint.

In the claydoh bead activity, though, the powdered tempera is mixed into the dough to color it. In this case, you shouldn't substitute liquid tempera (or you'd probably end up with a big mess!). But you could definitely paint the beads at the end with liquid paint.
