This question is asked by 95% of parents almost every day.

Fear doesn't work in most cases.  Threats often backfire.  

There are some studies that financial incentives for good grades works, but that's so controversial I'm not going to recommend it.

Three of my kids are of high school/college age, and all responded differently.

One child could not be motivated by any means to study.
One needed no motivation at all and is currently enrolled in a great university in DC.
One, currently still in HS, seems to only work at schoolwork when not pushed.
