Hi Dave,
This depends on where you live. I know in GA where I taught if a student did not pass the reading test in 3rd grade they weren't automatically sent to 4th grade. Same thing for 5th and 8th graders. Every state is different and most states do pass students even if they don't pass the test.
I would contact your local school and find out their policy.
