Is this normal for a child age 3.
One of my nephew(girl) has adopted an annoying habit. She lay down on bed or on the floor and continue massaging (what I observed and her mom) her area below stomach & above Vagina. Her parents have talked to the Dr about this issue but don't get any reasonable or justifying answer. What possibly could be this or cause her to do this and how can we stop her habit.

Hello Karelg,
 
First, I would ask the pediatrician to examine your niece if this behavior continues.  Sometimes children who have bladder infections or other medical issues may rub this area.  
 
Also, some children will explore their bodies and this is normal for her young age.  Simply redirect her to another activity that keeps her hands occupied such as coloring or playing with blocks, puzzles, etc.
 
If the behavior creates bodily harm, such as chaffing,bleeding, etc. then you may wish to talk to a behavior specialist.  The child's physician should be able to point you in the right direction  for a name of someone who helps children with atypical behaviors.
