This problem looks complicated but it's not that difficult.  Because the question is finding the population for "2 years ago", you just need to work back.

You know that the current population is 54000 so last year was 5 percent less than that.  What is 5% less of 54000?  Another way to look a the problem is, what is 95% of 54000?

54000 x .95 (95%) = 51300

51300 population would be 1 year ago.  Then you need to multiply the answer by 95% again to get

51300 x .95 (95%) = 48735

Answer: 48735 population 2 years ago
