Most parents have a choice of enrolling their children in the local public school or to enroll them in a private school in the same area. The movement to which you refer would allow parents to choose another public school if their local school is "failing" (meaning that it has not met Annual Yearly Progress, or AYP). I am against No Child Left Behind and its punitive measures like this one. All these kinds of decisions are based upon standardized test scores which are invalid means of measuring children's competence or teacher quality.
