The principle procrastinating to administer punishment 3 days and then providing a lame excuse to the student is a bit unprofessional.  However, since we don't know the details of this situation, it is hard to comment.  There may have been other issues that required the principle's immediate attention and the principle does not owe an explanation or an excuse to the student.  

Don't misdirect your attention to the principle's actions instead of those of the student.  The principle waiting to administer punishment for 3 days, may have even been part of the punishment.  Waiting is the hardest.

I personally have had ALOT of problem with this school, first with my daughter and now with my son. I think the staff there is lazy and trys to pawn there duties off on other staff, I am very disapointed in the new principal myself, 1st day of school was not a good impression on me of her. Im babbeling on but my opinion is that you should take it further and go to the district. One thing lead to another and another and they need to be reported!!
