Q:

Can a public school legally withhold transcripts if there is no debt?

The school says they'll withhold transcripts if any stunt (including cap throwing) happens at graduation. Is this legal?

What the Expert Says:

This is an interesting question.  Usually the only reason a school witholds a transcript is if you haven't paid the costs associated with schools.  If this is not the case you should call the principal and ask him for a specific reason why you can't get your transcript.  Good luck!

If a school withholds a transcript that you need to get a particular job that demands it, then yes, they are further hurting your chances of paying off your student loan debt.
