The school says they'll withhold transcripts if any stunt (including cap throwing) happens at graduation. Is this legal?

This is an interesting question.  Usually the only reason a school witholds a transcript is if you haven't paid the costs associated with schools.  If this is not the case you should call the principal and ask him for a specific reason why you can't get your transcript.  Good luck!
