How to read "with" an older child?

I have a 3rd going on 4th grader who his a reluctant/struggling reader partly due to focus and attention issues and partly due to his interst in historical non fiction rather than fiction.  I want to read "with" him to help with the comprhension and focus but I don't want to read "to" him so that he continues to work on his decoding and comprehansion idependently too.  Any suggestions?
