"My daughter is going into 7th grade at [a private school] in Rockaway, NJ. We still have a balance from last year. I called the school to take care of the payment, and I was told that they were not sure if she could come back to the school this year because this is the second year that this happened. The U.S. Department of Education has archived information on its website about state regulations for private schools. Here is the page for New Jersey: http://www.ed.gov/pubs/RegPrivSchl/newjerse.html
The New Jersey State Board of Education is focused on public school regulation, but may be able to point you to another board or state agency that regulates private schools in New Jersey:
http://www.state.nj.us/education/sboe/
Consider also scheduling an appointment to talk with the principal or director at your child's school directly. You may not need to exercise any of your legal rights after you have this discussion, and the talk could even improve your relationship with the school.
I'm including below some resources to support you in talking with the school administrator (and your child's teachers), and for this stage of your daughter's education and development.
