This is an interesting dilemma.
I didn't grow up in this country and I'm not familiar with the concept of prom. but I think the age should be limited to school age kids. If this is high-school prom only kids up to the age of 18 can go (There will be special cases, but they can be dealt with on a case by case basis)
Having other young adults change the dynamics of the event and might makes other kids feel a little uncomfortable. There are plenty of other events outside the school where teenagers and young adults can hang out together.
I think the school administration should set the rule, but if this can be worked out in collaboration with student council it would be even better.
