Find out what the knowledge requirements are for the 8th grade and make sure your son knows them backwards and forwards. There are tests for each grade level so work with your school counselor to bring your son up to speed and get him tested. Once he passes the appropriate tests and shows that he has the knowledge, he should be ready to move up.
