A charter school functions as another alternative to public schools.  They are usually aligned with the public school district and rely on them to provide services like special education, motor therapy, busing, food services etc.  Some don't.  One of the main differences is in the academics.  Charter schools have more freedom to go in different directions.  Public schools are tied to state content standards.  Check out the website I linked or do a google search.  There are piles of webpages with info you can use.
