Unfortunately, the answer is: It depends upon which state you live in. Right up until the most recent economic woes there were many states pushing for mandatory preschool in the public school systems, but with all of the financial cutbacks it has pretty much fallen by the wayside.
However, if you are looking for a preschool that adheres to more than just the minimal licensing standards required by the state, then look for preschools and/or daycare facilities that are accredited by NAEYC (National Association for the Education of Young Children).  This is a national organization that has been around for over 25 years and has raised the level of education for many preschools, daycare facilities, and early childhood educators.
