Masturbation in children this age is a very normal occurrence. It doesn't always signify that the child is being abused. On the flip side, the child DOES need to be gently guided and taught that this type of behavior is not acceptable in a public setting.

As far as abuse goes, there may be other symptoms of abuse to watch for. It wouldn't hurt to have the child talk to the school counselor just to be sure. Just don't automatically assume that the child is being sexually abused just because he is masturbating.
