This questions needs more detail. Most two year olders have very limited attention span and are often attracted and distracted easily. If the implication is the child has a "disorder" such as autism, I would comment to the parent that it may be helpful to have him checked first by his pediatrician. Ask about what he does at home, what is the home like?, and are there many siblings competing for attention. What is the rest of the class like in behavior? do some homework and best wishes in resolving this issue. Simply put, this child may not yet be ready for a toddler group.
