Hi, The definition of "best university" can vary by your needs (i.e., the college or university that best meets your needs), or by the subjective rankings of others.

Education.com has a great resource you can use to research and learn more about U.S. colleges that offer economics degrees: http://www.education.com/colleges/

Type "economics" in the first search box on the landing page (currently populated with the words, "All Areas of Study & Majors All Locations") and then click the "Find" button to find colleges that offer that course of study. You can peruse the search results by # of students and average tuition, or narrow your search results using more criteria in the left column of the search results page.

For opinions on which colleges are best based on subjective rankings, you can do a Google search for "best colleges for economic degrees" to see some listings. Perhaps those who have obtained their economics degrees will also respond to your question with the universities they attended and why they think it's the best.
