I believe in the case of the word "mileage" the base/root word is the same.
I notice definitions for what is a base word and what is a root word vary among educators, but in this case the word "mile" can stand on its own as a word that makes sense; it doesn't need a prefix or suffix for it to retain its meaning - you can check out the short article linked below for more explanation.
