How do i know if there is something wrong with my 3year old or if she is just naughty?

my 3 year old doesn't listen to instructions unless i get her eye contact and even then its hard to get and sometimes still doesn't listen i have been spoken to by the childcare centre she goes to and they have the same problem also i don't know if this is related but when we go out she is really excited and squeels and runs around. i know she can hear because she sometimes says oh whats that noise.any suggestions on what i should do?

A 3 year-old should be able to follow instructions. However, children are children, and on many occasions they might be too excited or distracted to do what adults request. If you are concerned with your child's behavior, discuss it with her regular health care provider at the next visit. Perhaps all she needs is more discipline, where you set simple rules and consequences (such as time out, one minute per year of life) for breaking those rules. Be consistent with reinforcing those consequences, as consistency is a huge part of discipline.
