Read Dr. Farber's book on sleep or Russel Schaffers book. they have some great suggestions.  It is establishing a routine: story reading, face washing etc. and then to bed with perhaps another story. You can sing, hum or do what ever but don't rock or stay around. Each time he gets up, lead him back to his room.
